A bit of both: the fabric is a cotton twill like chinos, but the cut is pull-on with an elastic waist and cuffed ankles, like joggers.

No. The drawcord is decorative; the elastic waist does the work, so there's nothing to fasten.

99% cotton and 1% elastane. Boys' cotton trousers like these are soft, breathable and a little stretchy.
